Deliverables Based Planning

Topic:  Deliverable based planning is a comprehensive approach to managing the cost, schedule and technical aspects of programs and projects by assessing programmatic performance using four core processes.  The method starts by capturing the technical and operational needs of the proposed system from which technical and operational requirements are elicited.  These requirements define the development progress of the deliverables captured in the Performance Measurement Baseline (PMB) which will be used to measure physical percent complete.  Successful project are implemented using 5 process areas:
  • Identify the needed capabilities of the solution in terms meaningful to the buyer – what does the solution do in business terms?
  • Identify the technical and operational requirements of these capabilities
  • Build the plan for the work activities that deliver the technical and operational requirements
  • Execute that plan
  • Continuously mitigate or retire risks that prevent progress to the plan
These five process areas are the starting point for increasing the Probability of Success for any project, no matter the business or technical domain.


Speaker:  Our speaker is Glen Alleman, Vice President of Program Planning and Controls for Lewis & Fowler.  He is responsible for defining and deploying defense and space program management and business process improvement offerings.  Glen's background includes a formal education in Systems Management with experience both in commercial and Aerospace/Defense program management and software development for embedded control systems.
